2) One argument explaining why that power may be considered as a legitimate use of institutional power (3 pts)
3) One argument explaining why that power may be considered as an abuse of institutional power (3 pts)
Lecture 11 included a small list of actions that federal or local authorities can take, meaning institutional powers that they can exert, on people. In this memo, 1) choose and descrbie one of the institutional powers in the below list, and 2) identify one argument for why it may be regarded as a legitimate use of power and 3) one argument for why it may be regarded as an abuse of power.
